Contracts Administrator

GENERAL SUMMARY OF POSITION:

Under the general direction of the Assistant Director or designee, the Contractors Administrator II manages the administration, processing and negotiation of research grants, contracts and/or sub-awards for the institution.  Facilitate partnerships with industry and sponsors.  Ensure contracts are administered in compliance with institutional and governmental regulations and sponsor award terms.  Serve as resource for internal and external customers providing guidance and information on contractual matters to ensure requirements for contracts are met.

MAJOR RESPONSIBILITIES:

  • Create, review and negotiate grant applications and contract proposals reviewing for accuracy, completeness, presentation of project, and appropriate budgets
  • Review, analyze, interpret, and negotiate legally binding terms and conditions of awards.  Advise faculty and UMMS staff on award terms and conditions.  Prepare and process agreements, and amendment
  • Ensure all relevant documents are in compliance with respect to institution policies, federal regulations, state regulations and sponsor guidelines
  • Responsible for all aspects of the budgets related to award including review of re-budgeting requests ensuring compliance with both internal audit and sponsor guidelines
  • Oversee the generation of payments requests
  • Resolve conflicts and facilitate contract and grant revisions through discussions and correspondence with agency officers and legal personnel, University counsel, faculty and staff
  • Work with principal investigators and UMMS staff by providing advice in the preparation of responses to Requests for Applications, Program Announcements, Requests for Proposals and other special funding mechanisms by analyzing, interpreting, and explaining their unique requirements
  • Ensure the validity of data transferred to post-award financial systems and permissibility of proposed post-award budget changes.  Work closely with Grant Accounting to resolve any issues
  • Participate in pre-award training and educational outreach initiatives to faculty and UMMS staff.  Assists in preparation of institutional training materials and presentations
  • Perform risk management assessment and closeout audits required to formally closeout awards.  Facilitate process ensuring required progress and final reports are submitted

Loan Closing Analyst (Residential Lending)       

Job Summary
Under the direction of the Closing Supervisor, and in accordance with established Division procedures and policies, and applicable federal and state regulations, this individual ensures the completeness and accuracy of loan closing packages and internal funding sheets; prepares the HUD-1 / HUD-1A Settlement Statements for closing; and performs a variety of administrative, audit and clerical functions involved in closing process.  Interacts with attorneys, brokers, customers and the Loan Analysts to resolve problems with closing scheduling and documentation.

Duties & Responsibilities

  • Schedules loan closings.  Calculates/verifies closing figures for attorneys and provides assistance to the attorneys at the closings.
  • Responsible for the dissemination of mortgage loan closing information to brokers, attorneys and customers.  Coordinates the delivery of closing documentation.
  • Responsible for the monitoring of rate lock expirations and ensuring that loans close at the appropriate rates, points and terms.
  • Reviews loan closing packages for completion and accuracy, and for compliance with applicable Federal and State regulations, prior to sending the packages to the conveyancing attorney.  Including but not limited to Truth-in-Lending re-calculation confirmation. Initial Escrow statement recalculation.
  • Responsible for the review and completion of the HUD-1/HUD-1A Settlement Statement. This includes obtaining all necessary information from the conveyancing attorney so that the final HUD-1/ HUD-1A is complete and accurate, and is in full compliance with RESPA requirements. Sends final HUD-1/HUD-1A Settlement Statement to the conveyancing attorney along with the closing package.
  • Tracks scheduled loan closings and maintains contact with attorneys to verify that closing took place.  Updates the applicable computer records with the closed loan data.  Reports daily closings and cancellations to Secondary Marketing.
  • Prepares various reports relating to Loan Closings for Department management.
  • Responsible for maintaining and monitoring attorney’s files for required documentation, including closing protection letters and evidence of current liability insurance coverage.
  • Maintains documents and files in accordance with Department policies and procedures.
  • Enforces existing Loan Closing Policies and Procedures, and recommends revisions and enhancements to Department management.  Updates the Closing Manual as required.
  • Assists supervisor and other department members in various closing tasks as assigned.
  • Responsible for cross-training individuals, as needed, to support the closing function.
  • Required responding to internal and external audits in a timely and proactive and positive manner.
  • Attends seminars pertaining to the closing function and related compliance topics.
  • Assists Post Closing function in resolving applicable exception items.
  • The above is a description of the ordinary duties of the position.  It should be expected that, from time to time, other duties both related and unrelated to the above may be assigned and, therefore, required.

  • Performs closings in accordance with Leader Bank’s and investor’s guidelines.

Executive Office of Health and Human Services

The General Counsel’s Office of the Executive Office of Health and Human Services (EOHHS) is seeking law students to function as legal interns to provide legal support — on a volunteer and, preferably, full-time basis — for the Commonwealth’s Medicaid program, known as MassHealth, and other EOHHS programs. The interns will perform a wide range of complex legal activities associated with the development, implementation and administration of EOHHS and MassHealth policies and programs, and other health care and related initiatives, under the supervision of attorneys. The positions will be available beginning September 2014.

EOHHS is the Commonwealth’s largest secretariat and is responsible for developing, coordinating and managing the Commonwealth’s health, welfare and human services operations and programs. EOHHS administers MassHealth — the cooperative state and federal Medicaid program that provides health care benefits and premium assistance for uninsured families, disabled individuals, children, long-term unemployed adults, and seniors.

The General Counsel’s Office functions as EOHHS’ in-house counsel. The legal support provided by the General Counsel’s office consists, in general, of:

• Providing risk analysis and advice concerning applicability of and compliance with all federal and state provisions that may affect ongoing activities and new initiatives, whether involving policy matters, operational issues or spending activities. Demos seeks a highly-qualified and motivated Legal Fellow to work on its national program to transform the Court’s campaign finance jurisprudence through legal research, doctrinal development, and litigation, supporting and collaborating with more experienced counsel engaged in Demos’ work to curb the influence of big money in American politics. The Legal Fellow may work in either Demos’ Boston or New York office. The position is full time and funded for a one-year period.

Responsibilities include but are not limited to:

  • Engaging in research on case law, jurisprudence, and social science primarily on topics relevant to regulating the role of money in politics but also secondarily on other voting rights issues;
  • Supporting Demos’ litigation relating to money in politics and other voting rights issues, including legal research on important cases at the Supreme Court level; verifying citations and sources for litigation documents; and tracking important cases in the lower federal and state courts;
  • Supporting research to track state and federal legislative developments and opportunities on money in politics and other voting rights reforms and to provide substantive input to policymakers on such reforms, including original research as well as verifying citations and sources;
  • When requested, working with other organizations and advocates at the local, state and national levels, and with social scientists, private law firms and attorneys, and others in service of Demos’ goals;

Qualifications
The successful candidate will have the following skills and qualities:

1. A J.D. degree and eligibility for membership in a state bar. The position is funded at a level corresponding to a recent law school graduate or individual who has completed a clerkship.

The General Counsel’s Office of the Executive Office of Health and Human Services (EOHHS) is seeking law students to function as legal interns to provide legal support — on a volunteer and, preferably, full-time basis — for the Commonwealth’s Medicaid program, known as MassHealth, and other EOHHS programs. What judge advocates do: The Coast Guard’s legal practice reflects the Service’s missions: Judge Advocates practice the areas of Military Justice, Tort Law, Administrative Law, Maritime and International Law, Environmental Law, Labor Law, Procurement Law, Law Enforcement, Legal Assistance, and others.

How it works: Selected DCLs are commissioned as Lieutenants (O-3) and sign a four-year active duty contract. From there, judge advocates report to their initial duty stations.

Salary & Benefits: The pay and allowances for active duty Coast Guardsmen are the same as for the other military services. Compensation is comparable to other federal entry-level attorney positions. OVERVIEW

ROLES AND RESPONSIBILITIES

  • Prepare and deliver testimony on pending legislation before Congressional committees;
  • Research and draft legislative memoranda on federal bills and proposed administrative rules and regulations affecting civil liberties;
  • Lobby members of Congress, their staff and administration officials to support ACLU positions on pending legislation and policy initiatives;
  • Coordinate and conduct in-depth civil liberties briefings for Congressional and Executive Branch staff;
  • Participate as the ACLU representative in meetings of ad hoc lobbying and policy coalitions;
  • Work with national and local media to brief them on legislative and executive branch priorities;
  • Collaborate with other ACLU national and affiliate staff and representatives of coalition allies.  Organize, lead, and work with outside groups to bolster support for ACLU policy goals or to minimize opposition to those goals;
  • Coordinate efforts across the organization including  legal projects, communications staff,  state strategists, and  affiliates around the country to keep them abreast of and enlist their support for ACLU lobbying work on the relevant portfolio of issues; and
  • Supervise an administrative staff person, ACLU volunteers and interns.

EXPERIENCE AND QUALIFICATIONS

  • J.D. degree, other advanced degree, or equivalent legislative experience is required;
  • Three (3) or more years of combined experience working on legislative and policy matters.  Experience in the field of immigrants’ rights is preferred;
  • Excellent verbal and written communication skills,
  • Demonstrated ability to analyze legislative and administrative policy;
  • Ability to work independently, as well as within a team;
  • An understanding of issues relating to law, public policy and the strategies and tools needed to achieve policy change using federal legislative, administrative, and regulatory processes;
  • A capacity to organize, lead and work with coalitions to achieve lobbying goals;

The Immigrants’ Rights Project (IRP) of the ACLU’s National office is seeking applicants for an IRP Detention Fellow, to start immediately. The position will be based in either New York or San Francisco for a term of one year.

OVERVIEW

The IRP conducts the largest litigation program in the country dedicated to enforcing and defending the constitutional and civil rights of immigrants and to combating public and private discrimination against non-citizens.  The IRP also supports and coordinates the immigrants’ rights work of the ACLU’s 53 affiliates around the country.  Current areas of litigation and advocacy include state and local anti-immigrant laws and practices; immigration enforcement practices and racial profiling; immigration detention; habeas corpus and access to the courts; discriminatory language and education policies; and due process in immigration removal proceedings.  The IRP is part of the ACLU’s Center for Equality, which works to uphold the federal constitution’s promise that all Americans will receive equal protection of the law. The Center also includes the ACLU’s Racial Justice, Voting and Disability work.

The Project’s top priorities include addressing the growing problem of mass immigration incarceration.  In recent years, the immigration system has become one of arbitrary mass detention of immigrants who are in removal proceedings, without regard for due process or cost-effectiveness, resulting in the detention of almost 430,000 immigrants (an all-time high) in FY 2011. The IRP has been the leading organization engaged in ensuring fundamental procedural protections and reducing the federal government’s wasteful and inhumane over-reliance on immigration incarceration – through a combination of strategic litigation and advocacy.

The IRP Detention Fellow will participate in litigation and advocacy to challenge the expansion of unconstitutional detention practices, and to help establish a right to appointed counsel for immigration detainees.  The Fellow will work with IRP attorneys on existing complex litigation challenges to detention and counsel practices and participate in the development and filing of new litigation. In addition, the Fellow will be instrumental in monitoring other cases being litigated in the federal courts.  The Fellow will also participate in our administrative advocacy for systemic nationwide reforms to the immigration detention system.

ROLES & RESPONSIBILITIES

  • Conduct legal and factual research and analysis for pending and potential litigation.
  • Draft legal memoranda, pleadings, affidavits, motions, and briefs.
  • Participate in development of facts including interviews of potential clients in detention facilities.
  • Provide technical assistance to the nationwide immigration bar and to ACLU affiliates.
  • Engage in administrative advocacy.

Founded in 1972 by the American Civil Liberties Union, the National Prison Project (NPP) seeks to ensure constitutional conditions of confinement in prisons, jails, juvenile facilities, and immigration detention facilities. The Project has successfully litigated on behalf of prisoners in more than 25 states. Since 1991 it has represented prisoners in five cases before the United States Supreme Court. The Project is the only organization litigating conditions of confinement cases nationwide on behalf of men, women, and children.

NPP policy priorities include reducing prison overcrowding, improving prisoner health care, eliminating violence and maltreatment, and increasing oversight and accountability in prisons, jails, and other places of detention. The Project leads the nationwide Stop Solitary campaign, which works to end the excessive and inappropriate use of solitary confinement.   The Project also coordinates a nationwide network of litigators, conducts training and public education conferences, and provides expert advice and technical assistance to activists and lawyers throughout the country.

PROGRAM ASSOCIATE – PRESCRIPTION ACCESS AND QUALITY

Community Catalyst is seeking a Program Associate (20 hours a week) to provide administrative and program support for Community Catalyst prescription drug programs and projects. She/he is responsible for providing administrative and basic program support, including correspondence, scheduling, taking minutes at meetings, file maintenance, supporting websites and databases, and providing timely and efficient support to program staff as needed. The Project Associate will also conduct basic research and writing, and provide support for the development of issue briefs, action alerts, fact sheets, communications documents, and other materials. This position is supervised by the Director of Prescription Access and Quality.

Greater Boston Legal Services, Inc. (GBLS) will sponsor a limited number of applicants for two national fellowship programs: Equal Justice Works and the Skadden Fellowship Program. Both programs require applicants to develop a proposed project with a sponsoring legal agency. Selections for the fellowships are made by the national programs and not by GBLS. Because of the time needed to develop projects acceptable to GBLS and the applicants, interested persons should contact GBLS as soon as possible. Earlier applicants will have an advantage.

GBLS is the primary provider of free, non-criminal legal assistance in the Greater Boston area, assisting lowincome individuals, families, and community-based organizations with a wide range of poverty law matters. Our staff work in the following specialized units to best address the problems faced by the people in our service area living in poverty: Asian Outreach, Elder, Health and Disability, Employment, Family, Consumer Rights, Housing, Immigration, Welfare, and the Mass. Medicare Advocacy Project. In addition, our Cambridge and Somerville Legal Services Office (CASLS) offers legal assistance in a number of these areas to residents of Cambridge, Somerville and surrounding towns. Placements are available in the Asian Outreach Unit, CORI Project, and our Cambridge & Somerville Office.
